RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.

Position Overview:
RIVA Solutions is seeking an experienced Program Manager to lead delivery under the NTIA ISCOM contract. The Program Manager will serve as the central point of contact for contract execution, client engagement, and team leadership. They will oversee delivery performance, coordinate with federal stakeholders, and ensure timely execution of contract objectives.

They will oversee delivery performance, coordinate with federal stakeholders, and ensure timely execution of contract objectives.
Core Responsibilities:
- Serve as the primary liaison between RIVA Solutions and NTIA leadership, including the CO, COR, and program stakeholders.
- Provide executive-level oversight and guidance across all contract tasks and deliverables.
- Lead strategic planning and execution of workstreams to meet performance, budget, and schedule expectations.
- Monitor and mitigate project risks, escalating issues proactively and identifying improvement opportunities.
- Manage project staff, subcontractors, and vendor relationships in accordance with program requirements.
- Conduct weekly and monthly status meetings and reporting, ensuring alignment with NTIA mission objectives.
- Support new task order proposals, resource forecasting, and program enhancements.
- Maintain and track performance metrics and ensure compliance with all contract requirements.
Minimum Qualifications:
- Bachelor’s degree in Business, IT Management, or a related field.
- Minimum of 10 years of experience in program/project management, with 5+ years managing federal contracts.
- U.S. Citizenship required.
- Must pass NTIA background investigation (Tier 2 MBI).
- Demonstrated experience managing IT or cybersecurity programs.
- Familiarity with Agile methodologies and federal IT governance.
- Strong leadership, communication, and problem-solving skills.
- PMP or equivalent project management certification preferred.
Preferred Qualifications:
- Master’s degree in Business Administration or IT Management.
- Previous experience working with the Department of Commerce or NTIA.
- Knowledge of GSA Schedule contracts and CPFF/IDIQ contract vehicles.
Salary: Up to $165,000 depending on experience
